Erin Rock

A veteran of Florida public administration, procurement and communications, Erin Rock joins Southern Strategy Group following 15 years leading some of the state’s most complex organizations and projects.

Most recently, Erin spent six years leading the Department of Management Services, the final two in the role of agency Secretary. Responsible for all procurement, real estate, telecommunications and human resource systems and practices across state government, DMS adopted an aggressive agenda on behalf of its 1 million customers under Erin’s leadership. Erin repeatedly ensured budget and policy victories with the Florida Legislature and successfully executed some of the largest projects and procurements in the agency’s history.

Prior to serving as Secretary, Erin was DMS’ Deputy Secretary of Business Operations and Chief of Staff. In those roles, Erin was intimately involved in the administration of the state’s retirement and health insurance benefits, advised on human resource policy and oversaw the state’s massive human resource information system. She also ensured the success of the Florida’s statewide data and telecom infrastructure and services, coordinated hundreds of millions of dollars in construction projects and facilities management, oversaw the state’s enterprise procurement processes and managed Florida’s private prisons and vehicle fleet. Finally, she oversaw daily operations of the agency including communications, legislative affairs, information technology, finance and administration and departmental purchasing.

Of particular note, Erin engineered the resurgence of the state’s Office of Supplier Diversity within DMS, which is dedicated to helping improve business opportunities for Florida-based woman-, veteran- and minority-owned small businesses. She was also credited by the Florida Technology Council in 2018 for her success in strengthening DMS’ relationships with Florida’s technology industry.

In addition to DMS, Erin has filled advisory roles in various executive agencies including Special Counsel to the Department of Environmental Protection, Director of Communications and External Affairs for the Florida Department of Education and Director of Communications to  the Florida Departments of Children and Families and Elder Affairs. She started her career coordinating the state’s public information efforts on behalf of the Emergency Operations Center during the 2004 and 2005 hurricane seasons as Deputy Public Affairs Director to the Department of Community Affairs.

Branching beyond the executive, Rock served two sessions as a Staff Director in the Speaker’s Office of the Florida House of Representatives where she helped coordinate the Legislature’s massive education and outreach effort surrounding the once-a-decade redistricting process.

Erin’s repeated success coordinating communication and advocacy efforts on behalf of and within the executive and legislative branches makes her uniquely qualified to assist clients in navigating Florida’s state government.

Erin Rock is a proud graduate of the University of North Florida where she received a bachelor’s degree in mass communications. She and her husband, Bret, reside in Tallahassee with their two children.
